The colony of Plymouth was settled by the Pilgrims in 1620. Although it reached agreements on its borders with the Massachusetts Bay Company and the legatees of the Plymouth Company, it never received a charter from the Crown establishing its legal status. It was annexed by the royal charter given Mass. on 17 October 1691, when its population numbered about 7,400 living in the present area of Plymouth, Barnstable, and Bristol counties.
