The Constitutional Convention proposed this document to replace the Articles of Confederation on 17 September 1787. On 28 September, Congress submitted the Constitution for the necessary ratification by nine states. N.H. became the ninth state to ratify on 21 June, but not until its approval by Va. on 25 June and N.Y. on 26 July was it certain that the Constitution would be established with sufficient national support to be workable. N.C. refused to join the Union until 21 November 1789 and R.I. did not join until 29 May 1790. The Bill of Rights was ratified in 1791, and by 1994, a total of 27 amendments had been added to the Constitution. (See amendments under First Amendment, Second Amendment, etc.)
