On 12 April 1776, N.C. became the first state to authorize its congressmen to vote for independence. On 7 June, Richard Henry Lee resolved that the thirteen colonies declare independence. The second Continental Congress debated Lee's resolves until 2 July, when 12 delegations voted for independence and N.Y. abstained. On 4 July, a preamble written by Thomas Jefferson was approved as a statement of principles, but without any legal force in US law.
