Representative Larry Pittman and the Bill of Rights

September 10, 2019

>>>THE STATE HOUSE REAFFIRMED
ITS COMMITMENT TO THE U.S. BILL OF RIGHTS THIS WEEK. IT WAS A RESOLUTION THAT HONORED
COLONIAL-ERA NORTH CAROLINIANS BUT CONTAINS LANGUAGE THAT
REAFFIRMS CURRENT LEGISLATORS’ COMMITMENT TO THEIR
OATHS OF OFFICE. SUPPORTERS SAY THERE ARE ENOUGH
SKEPTICAL NORTH CAROLINIANS OUT THERE TO JUSTIFY
THE REAFFIRMATION. REPRESENTATIVE LARRY PITTMAN
REPRESENTS CABARRUS COUNTY, AND FOR THIS HOUSE JOINT
RESOLUTION, YOU’RE REPRESENTING THE U.S. BILL OF RIGHTS. WHY WAS THAT NECESSARY, TO HAVE
YOUR COLLEAGUES TO VOTE TO REAFFIRM THEIR COMMITMENT TO
THAT — TO THAT BILL OF ALL THINGS?>>WELL, I’VE HAD A LOT OF
CONCERN EXPRESSED TO ME BY CITIZENS ACROSS THE STATE,
AS WELL AS IN MY DISTRICT, FOR THE ATTITUDE THAT SEEMS TO
BE GROWING WITH A LOT OF FOLKS IN GOVERNMENT TODAY THAT THE
CONSTITUTION, WHICH INCLUDES THE BILL OF RIGHTS, IS AN ANCIENT
RELIC AND WE NEED TO LEAVE IT BEHIND AND MOVE BEYOND IT. TO ME, IT’S THE FOUNDATION OF A
GOVERNMENT THAT HAS MADE THIS COUNTRY GREAT, AND WE NEED TO
REAFFIRM OUR COMMITMENT TO THOSE PRINCIPLES THAT WERE
EXPRESSED IN IT. NORTH CAROLINA PLAYED A GREAT
ROLE IN THERE BEING A BILL OF RIGHTS. THERE WOULDN’T HAVE BEEN
PROBABLY A BILL OF RIGHTS WITHOUT STATES LIKE ESPECIALLY
NORTH CAROLINA PUSHING FOR IT. NORTH CAROLINA WAS THE 12th
STATE TO RATIFY THE U.S. CONSTITUTION AND REFUSED TO DO
SO WITHOUT A BILL OF RIGHTS IN IT. WE ALREADY HAD OUR OWN
DECLARATION OF RIGHTS, WHICH WAS A BIG PART OF THE BASIS FOR THE
BILL OF RIGHTS. SO NORTH CAROLINA, OF ALL
STATES, NEEDS TO CONTINUE, I BELIEVE, TO SUPPORT WHAT THE
BILL OF RIGHTS IS ALL ABOUT. SO SINCE SOME PEOPLE HAVE
EXPRESSED CONCERN AND ONE OF MY CONSTITUENTS ACTUALLY ASKED ME
TO RUN A RESOLUTION ON THIS, I FELT, YEAH, LET’S DO THAT.>>Kelly: SO YOU RUN A
RESOLUTION, GET ALL BUT A HAND — JUST A COUPLE VOTE IN
FAVOR OF REAFFIRMING THEIR COMMITMENT TO THE BILL OF
RIGHTS, BUT FOR PEOPLE WHO JUST DON’T BELIEVE IN YOU
POLITICIANS, HOW DO THEY BELIEVE THIS, THAT YOUR OATH,
YOUR REAFFIRMATION, MEANS ANYTHING AT ALL?>>I KNOW. THERE’S STILL ALWAYS A
POSSIBILITY SOMEBODY CAN TAKE AN OATH OR SAY YEAH TO THIS AND
REALLY NOT MEAN IT. BUT I FELT LIKE PEOPLE WHO, UH,
HAVE THAT CONCERN NEEDED TO HEAR SOMETHING FROM US, THAT WE DO
HAVE THIS COMMITMENT. AND I WAS VERY APPRECIATIVE OF
THE FOLKS WHO SUPPORTED IT.>>Kelly: DOWN YOUR WAY,
THE FOLKS THAT SUPPORT YOU, ARE THEY CYNICAL ABOUT
GOVERNMENT EVEN AT THE STATE LEVEL? I MEAN, YOU CAN ONLY DO SO
MUCH OUT OF RALEIGH. A LOT OF — CABLE NEWS IS
PRACTICALLY ALL OUT OF WASHINGTON, D.C. HOW CLOSELY ARE PEOPLE FOLLOWING
WHAT YOU DO IN RALEIGH COMPARED TO WHAT THEY’RE DOING
UP IN WASHINGTON?>>WELL, I THINK THERE ARE A LOT
OF PEOPLE IN MY DISTRICT, CERTAINLY A LOT OF MY CLOSE
FRIENDS, WHO REALIZE THAT THE STATES STILL HAVE AN
IMPORTANT ROLE TO PLAY. AND WE ARE, UH — I THINK MY
CLOSE CIRCLE ARE PEOPLE WHO BELIEVE VERY STRONGLY IN THE
IMPORTANCE OF THE STATES, THAT, AFTER ALL, WE CREATED THE
FEDERAL GOVERNMENT. YOU KNOW, I’VE STOOD ON THE
HOUSE FLOOR BEFORE — I DON’T REMEMBER WHAT WE WERE DEBATING
AT THE TIME — A COUPLE YEARS BACK, AND I SAID THAT IT’S TIME
FOR THE STATES TO STAND UP AND REMIND THE FEDERAL GOVERNMENT
THAT THE STATES CREATED THE FEDERAL GOVERNMENT, NOT THE
OTHER WAY AROUND, AND THAT THEY’RE SUPPOSED TO BE OUR
SERVANTS, NOT OUR MASTER. AND THAT’S A BIG PART OF WHAT
THE BILL OF RIGHTS IS ABOUT, IS REMINDING THE FEDERAL
GOVERNMENT THAT THERE ARE LIMITATIONS. THAT’S WHAT THE CONSTITUTION’S
ABOUT, IS LIMITING THEIR POWER AND RESPECTING THE RIGHTS OF THE
STATES AND OF THE PEOPLE. SO THAT’S WHY THE BILL OF RIGHTS
IS SO IMPORTANT IN THE FIRST PLACE.>>Kelly: THERE ARE A FEW FOLKS
IN YOUR CAUCUS THAT ARE REALLY FOCUSED ON THIS ISSUE OF THE
INDIVIDUAL LIBERTIES IN THE BILL OF RIGHTS AND THOSE ISSUES. TEA PARTY, I GUESS, IS WHAT
YOU WOULD CALL IT. WHAT’S THE BEST THING A STATE
CAN DO TO REAFFIRM ITS SOVEREIGNTY, IF YOU WILL,
FROM FEDERAL OVERREACH OR EVEN FEDERAL INVOLVEMENT OF ANY TYPE
THAT’S UNDESIRABLE?>>I THINK WE NEED TO
CHALLENGE THINGS THAT ARE UNCONSTITUTIONAL. YOU KNOW, PEOPLE CONSIDER THE
OATH TO UPHOLD THE CONSTITUTION OF THE STATE, NOT INCONSISTENT
WITH THE FEDERAL CONSTITUTION, AS MEANING THAT WHATEVER THE
FEDERAL GOVERNMENT DOES IS JUST FINE. WE JUST GO ALONG WITH IT. BUT WE NEED TO TAKE A CLOSE LOOK
AT THINGS THAT COME DOWN FROM THE FEDERAL GOVERNMENT AND SAY,
WAIT A MINUTE, IS THIS — WHAT THEY’RE SAYING AND DOING,
IS IT CONSTITUTIONAL? AND IF WE BELIEVE IT’S NOT,
WE NEED TO STAND UP AND SAY NO, YOU KNOW. THERE ARE SOME MEMBERS WHO THINK
THAT YOU CAN’T, UH, SAY NO TO THE FEDERAL GOVERNMENT. BUT I BELIEVE THAT’S A PART OF
THE IMPORTANCE OF REMEMBERING THAT WE CREATED THE FEDERAL
GOVERNMENT, NOT THE OTHER WAY AROUND, IS, YEAH, WE CAN SAY NO. AND IF WE CAN’T THESE DAYS,
BECAUSE THE STATES HAVE NOT INSISTED ON ASSERTING THEIR
RIGHTS, AND TO ME, THAT’S A LARGE PORTION OF WHAT THE BILL
OF RIGHTS IS ABOUT.>>Kelly: LOOKING UP THE FEDERAL
LEVEL, WHAT, 15 YEARS AGO, GEORGE W. BUSH IS ELECTED,
OFFENDS HALF THE COUNTRY. PRESIDENT OBAMA’S ELECTED. OFFENDS THE OTHER HALF. AND IT’S BEEN ANGRY FOR A
DECADE AND A HALF NOW. YOU CAN THROW IN WARS
IF YOU WANT. BUT WE’LL HAVE A NEW PRESIDENT. WE’LL HAVE A CLINTON OR A TRUMP,
IN ALL LIKELIHOOD, ONE OR THE OTHER. HOW DO YOU SEE THAT PLAYING OUT
IN THE NEXT FOUR YEARS, POTENTIALLY THE NEXT
EIGHT YEARS? IS THIS COUNTRY GOING TO HEAL
UNDER EITHER ONE OF THOSE CANDIDATES? ARE WE GOING TO TAKE A FOCUS
BACK ON THE BILL OF RIGHTS, TO THE SMALLER GOVERNMENT
AND MORE LIBERTY, AS YOU ARE PROPOSING?>>REMAINS TO BE SEEN. I THINK DEPENDING ON WHICH
DIRECTION THE PRESIDENTIAL RACE GOES, WE MIGHT SEE IT TIP ONE
WAY OR THE OTHER. I JUST BELIEVE THAT WE OUGHT TO
BE ABLE TO UNITE AROUND THE BILL OF RIGHTS. THAT’S PART OF THE REASON FOR
THIS, IS TO SAY, LOOK, YOU DISAGREE WITH ME, FINE. YOU HAVE A RIGHT TO DO THAT. BUT WE OUGHT TO STAND FOR EACH
OTHER’S RIGHTS, WHETHER WE AGREE ON EVERYTHING OR NOT. AND THAT’S, TO ME, WHAT THE
BILL OF RIGHTS IS ABOUT. I MEAN, I — LIKE I’M
A CHRISTIAN. I’M A PASTOR. THERE ARE PEOPLE WHO ARE
ATHEISTS, YOU KNOW, SOME OTHER FAITH, WHATEVER. I MIGHT NOT AGREE WITH THEIR
POINT OF VIEW, BUT I WILL FIGHT JUST AS HARD FOR THEIR RIGHT TO
PROCLAIM IT, TO EXPRESS IT, YOU KNOW, AS I WOULD FOR MY OWN.>>Kelly: REPRESENTATIVE,
THANK YOU SO MUCH FOR BEING ON THE SHOW, AND APPRECIATE YOUR
FEEDBACK ON THAT RESOLUTION. I SAW IT GO THROUGH. I WANTED TO PICK YOUR BRAIN
ABOUT IT, AND I’M GLAD YOU TOOK THIS BOOKING, AND WE’LL HAVE
YOU ON AGAIN REAL SOON.>>OKAY, THANK YOU.

  1. It's odd that Larry Pittman would claim to support the bill of rights when he supports neo-confederate politics and forcing his religious beliefs onto people through force of law.

  2. Larry Pittman is a true statesman, protector of State Rights, the Second Amendment, and and the rights of all the citizens in NC. Thank you, Larry, for all you do.
